Haryana Higher Education Department Imposes Penalties on 118 Colleges for Fee Dues
The Higher Education Department of Haryana has taken strict action against 118 colleges across the state for failing to deposit admission registration fees owed to the department. This widespread enforcement includes six institutions from Gurgaon, all of which have been issued penalties and recovery orders for pending amounts totaling several lakhs of rupees.
Strict Deadline Set for Payment Clearance
Department officials have mandated that all outstanding dues must be cleared through demand draft by April 13, 2025, for the upcoming academic session. "Colleges must deposit the penalty, failing which further action will be initiated," the department stated unequivocally. The six Gurgaon colleges alone need to pay over Rs 10 lakh collectively.
Breakdown of Penalties Across College Categories
Statewide data reveals a significant financial obligation across different types of institutions:
- 39 Government-Aided Colleges: Required to deposit approximately Rs 1.23 crore
- 79 Self-Financed Colleges: Need to pay around Rs 1.60 crore
According to established norms, private and aided colleges are obligated to transfer a fixed percentage of collected fees to the higher education department. "Failure to deposit the amount on time resulted in penalties and recovery orders," explained a department official, noting that late fee penalties have been uniformly applied to both private and government-aided institutions.
Gurgaon Colleges Facing Substantial Fines
Among the penalized institutions in Gurgaon, specific fines include:
- DPG Degree College: Rs 100 penalty
- Four Academy of Management Education (Sector 32): Rs 56,300
- Indian School of Hospitality (Sikohpur): Rs 24,800
- JK Business School: Rs 71,500
- Suraj Degree College (Sector 75): Rs 1,31,950 (self-financed category)
- NB(G)SM College: Rs 7,27,718 (highest penalty in govt-aided category)
Deepak Gehlot, Vice Chairman of DPG Degree College, commented on the situation: "Most of our dues were cleared on time, but even a single pending student fee led to this fine." This highlights how even minor oversights in the centralized admission process are proving costly for educational institutions.
District-Wise Distribution of Penalized Colleges
The penalties extend across multiple districts in Haryana, with notable concentrations:
Government-Aided Colleges:
- Sonipat and Yamunanagar lead with six colleges each
- Ambala and Kurukshetra follow with four each
- Kaithal and Panipat have three each
- Palwal, Rohtak, Rewari and Sirsa have two each
- Bhiwani, Faridabad, Fatehabad, Gurgaon and Jind have one college each
Self-Financed Colleges:
- Mahendragarh tops the list with 18 colleges
- Hisar and Sirsa follow with seven each
- Gurgaon, Karnal, Panipat, Rewari and Jind have five each
- Sonipat has four colleges
- Bhiwani and Palwal have three each
- Fatehabad and Kurukshetra have two each
- Ambala, Faridabad, Kaithal, Nuh, Rohtak and Yamunanagar have one college each
