Gujarat Public Universities to Implement NEP 2020 Undergraduate Reforms from June 2026
In a significant educational overhaul, students at Gujarat's public universities will face a pivotal academic decision starting June 2026. They will have the option to either exit after three years with a standard bachelor's degree or continue for a fourth year to pursue a bachelor's degree with honours or a bachelor's degree with honours with research. This reform is part of the state's implementation of the National Education Policy (NEP) 2020, which aims to modernize higher education.
Delayed Implementation and Current Progress
The rollout of NEP 2020 in Gujarat's public universities, featuring multiple entry and exit options, has experienced considerable delays. However, the state education department has recently circulated guidelines to universities following approval from a committee of vice-chancellors. Dr. Pratapsinh Chauhan, Vice-Chancellor of Bhakta Kavi Narsinh Mehta University in Junagadh and a committee member, confirmed this development.
The Knowledge Consortium of Gujarat has initiated consultative rounds with state universities to facilitate the transition. One meeting was held at Maharaja Sayajirao University on Wednesday, with another scheduled at Maharaja Krushnakumarsinhji Bhavnagar University later this week. According to another committee member vice-chancellor, these meetings are essential as the framework requires approval from respective boards of studies, and universities must amend their ordinances accordingly.
Flexible Academic Pathways and Streams
The new system will be applicable across various disciplines, including arts, science, commerce, fine arts, social work, performing arts, and business administration. At the core of this reform is enhanced flexibility for students. After completing six semesters, students can graduate with a BA, BSc, or BCom degree or proceed to a fourth year.
Those who choose to continue will have two distinct pathways:
- A regular honours degree, open to all eligible students.
- A highly selective honours with research track, limited to approximately 5% to 10% of students.
To qualify for the research track, students must achieve at least 75% aggregate across all semesters without any ATKT (Allowed to Keep Term). Completing honours with research provides a substantial academic advantage, making students eligible to apply for PhD programs and appear for eligibility tests such as NET and GCET.
Global Mobility and Postgraduate Reshaping
One of the most impactful changes is the improvement in global mobility. Currently, Gujarat students often need to complete a year of postgraduate study in India to meet eligibility criteria for master's programs abroad. With the introduction of a four-year undergraduate degree aligned with international standards, students completing honours—particularly honours with research—will be able to apply directly to foreign universities.
The new structure also transforms postgraduate education. Students who complete four years of undergraduate study will be eligible for a one-year master's program, while those exiting after three years can pursue a conventional two-year postgraduate course. A uniform 22-credit system per semester will be implemented for the fourth year and postgraduate programs, with a greater emphasis on research and interdisciplinary learning.
Universities have been granted autonomy to design curricula, set admission criteria for the fourth year, and decide alignment with postgraduate courses.
Challenges and Strategic Solutions
Implementing NEP in state universities, especially those with affiliated colleges, has proven challenging. Nearly 60% of colleges have cited faculty shortages, inadequate infrastructure, and the requirement of at least two PhD-qualified guides per department to offer the honours with research program.
To address these gaps, universities will prioritize their own departments and adopt a cluster approach. This strategy will allow students from multiple colleges to access honours programs at selected centers, as explained by Dr. Chauhan. Preparations are already underway at Maharaja Sayajirao University, where the board of studies is expected to finalize syllabi later this month.
This comprehensive reform marks a pivotal step towards aligning Gujarat's higher education with global benchmarks, offering students unprecedented flexibility and opportunities for academic and professional growth.
