Bihar Prepares Major Overhaul of Assistant Professor Recruitment Process

Patna: The appointment process for assistant professors in Bihar's higher education institutions is poised for a substantial transformation. A draft statute, formulated by an eight-member committee at Lok Bhavan, is currently under scrutiny by the vice-chancellors (VCs) of all state universities, signaling imminent changes to recruitment protocols.

New Mandatory Testing and Revised Age Criteria

According to the proposed regulations, all aspiring candidates—regardless of whether they hold NET qualifications or Ph.D. degrees—will now be required to undertake a state-level written examination followed by an interview to secure teaching positions in colleges or universities across Bihar. This marks a departure from previous practices that often exempted NET or Ph.D. holders from such tests.

Furthermore, the draft statute introduces a significant reduction in the maximum age limit for applicants. Candidates above 45 years will no longer be eligible to apply for assistant professor roles, a sharp decrease from the earlier ceiling of 55 years. The minimum age requirement remains set at 23 years.

Examination Structure and Qualification Standards

The recruitment process will feature a written test worth 160 marks, complemented by an interview component of 40 marks, culminating in a total of 200 marks. To qualify, candidates must achieve at least 50% marks in the combined evaluation. Reserved category candidates will benefit from a 5% relaxation in qualifying marks, as per existing state government regulations.

A member of the statute committee elaborated, "The written test and interview will collectively determine eligibility, with the 50% threshold ensuring a standardized benchmark for all applicants, while providing appropriate concessions for reserved categories."

Institutional Review and Implementation Timeline

Vice-chancellors have been directed to review the proposal and submit any suggestions by March 11. The chancellor’s secretariat has formally requested feedback on the draft statute from the VCs, emphasizing the urgency of the review process.

Additionally, the draft has been forwarded to the state government and the State Council for Higher Education for comments, in compliance with the Bihar State University Act, 1976 (updated and amended) and the Patna University Act, 1976. Lok Bhavan officials indicated that if no suggestions are received by the deadline, it will be presumed that the concerned authorities endorse the proposed statute.

Recruitment Process and Anticipated Vacancies

The Bihar State University Service Commission (BSUSC) will oversee the entire recruitment process, including administration of the written test. Candidates will first sit for the written examination, with only those securing the requisite 50% marks advancing to the interview stage.

Sources reveal that the BSUSC may advertise approximately 5,000 assistant professor vacancies shortly after the revised statute receives approval. The state education department has already instructed all conventional universities to submit comprehensive lists of vacant teaching posts across various subjects, following clearance of reservation rosters from competent authorities.

Higher Education Director N K Agrawal noted, "Some universities have already furnished their vacancy data, while others are currently engaged in calculating subject-wise vacancies and obtaining necessary approvals for reservation rosters."

Historical Context and Pending Appointments

This recruitment drive follows the BSUSC's previous advertisement in September 2020 for 4,638 assistant professor positions across 52 subjects in 13 conventional universities. BSUSC Chairman G K Chaudhary reported that appointments for most of these posts have been finalized, with only four subjects experiencing delays due to ongoing litigation.

The proposed changes aim to streamline recruitment, enhance transparency, and ensure a merit-based selection process for Bihar's higher education sector, potentially impacting thousands of academic aspirants across the state.
