Bihar Governor Calls for Independent Leadership in State Universities
In a significant address to vice-chancellors (VCs) of all state universities in Bihar, Governor-cum-chancellor Syed Ata Hasnain emphasized the need for autonomous and principled leadership in higher education institutions. The meeting, held at Lok Bhavan in Patna on Monday, marked Hasnain's first interaction with the VCs since assuming office.
Governor's Firm Stance on Independence and Integrity
Governor Hasnain made it clear that he expects VCs to operate without any external pressure or prejudice, relying on their own experience and the ground realities of their respective universities. "I have retired from the Army, but not from my principles," he declared, underscoring his commitment to ethical governance.
He further assured that he would not interfere in university affairs through unofficial channels. "I would never make any phone call to any VC seeking favor," Hasnain stated, adding that if anyone receives such a call purportedly from his office, they should verify it directly with him. This statement aims to foster a transparent and corruption-free academic environment.
VCs as Competent Academic Leaders
Highlighting the pivotal role of VCs, Hasnain urged them to act as competent, powerful, and confident leaders. He emphasized that they should resolve academic and administrative problems independently, without relying on higher authorities for every issue. "Don't come to me with problems. Come to me with solutions in the best academic interest," he advised, encouraging proactive and solution-oriented leadership.
The governor also directed VCs to develop well-planned roadmaps for the development of their universities, focusing on long-term growth and excellence in education.
Focus on Student Welfare and Academic Timelines
A key aspect of Hasnain's address was the emphasis on student-centric policies. He instructed VCs to maintain regularity in:
- Admission processes
- Teaching schedules
- Examination works
He stressed that examinations must be held on time, results published within a stipulated timeframe, and degrees awarded without unnecessary delays. "Unwarranted delays in these activities create an adverse impact on the careers of students," he noted, highlighting the importance of timely academic operations for student success.
Proposal for Journalism Departments and Positive Work Culture
In a forward-looking suggestion, Governor Hasnain emphasized the need to establish departments of journalism and mass communications in state universities. He explained that such departments would help communicate Bihar's remarkable achievements in various fields over the past two decades to a wider audience outside the state.
Additionally, he called for a collaborative work environment, urging VCs to have faith in their colleagues and work with mutual understanding. "Help create a positive work environment," he said, promoting teamwork and harmony within university administrations.
Education Minister's Insights and Meeting Participants
Education Minister Sunil Kumar, who was present at the meeting, apprised the chancellor of the ongoing efforts by the education department to improve higher education in Bihar. He pointed out that the state ranks fourth in the country in terms of expenditure on higher education, reflecting its commitment to educational development.
