In a pioneering move, the Indian Institute of Technology (IIT) Kharagpur has established a new administrative position—Dean of Hall Management—to address student concerns related to hostel facilities, including food quality and maintenance, more efficiently. The initiative aims to enhance the overall lifestyle of students residing on campus.
Appointment and Background
Professor Sanjeev Kumar Srivastava, a physics faculty member who previously served as chairman of the Hall Management Centre (HMC), has been appointed as the first dean of hall management. IIT Kharagpur houses over 16,000 students across 21 hostels.
Director's Perspective
Director Suman Chakraborty stated, "This is the first time in the history of IIT that a dean of hall management has been created to address student issues effectively. Previously, the HMC chairman had powers equivalent to a dean on paper but lacked administrative authority and social recognition among students. After extensive discussion, I realized the only way forward was to officially grant the 'dean' designation. This will allow hall management issues to be handled independently without delays from other deans. We are striving to be student-centric to improve well-being and prevent unfortunate incidents."
Student Grievances
Students have long complained about poor mess food quality, inadequate maintenance of hostel buildings, and malfunctioning sanitary equipment. One student remarked, "The mess food is very poor. Even after lodging complaints about washing machines not working, they were not repaired. Sanitary equipment and amenities are poorly maintained. We hope things improve with the new dean."
Priorities of the New Dean
Professor Srivastava outlined his priorities to TOI: "My first priority is to restructure the mess and improve food quality. We have a bad reputation regarding mess food. Second, I will secure funds for maintenance work to ensure prompt and effective repairs. The goal is to enhance student lifestyle and run the system properly." He added that as HMC chairman, he faced difficulties in mess and maintenance work, but now as part of the main administration, he has the authority to implement changes.
Broader Context
IIT Kharagpur is also the first among IITs to appoint a dean of student well-being, emphasizing welfare activities. The creation of the dean of hall management follows two student suicides on campus in April 2023—Jayveersinh Dodiya and Soham Halder. The institute aims to address systemic issues to prevent such tragedies.
