The Maharashtra State Board of Secondary and Higher Secondary Education (MSBSHSE) has announced that applications for duplicate marksheets, passing certificates, and migration certificates will be handled entirely online starting May 1.

This reform eliminates the long-standing requirement for school recommendation letters and physical record verification, mandating that certificates be issued within a window of three to seven days.

Why This Matters

Duplicate certificates are essential for citizens who have lost or damaged their originals, as Class X (SSC) and Class XII (HSC) documents serve as primary proofs of name, date of birth, and identity for jobs and government services. Previously, obtaining these was a logistical nightmare, especially for those who had moved away from their hometowns.

Old Process vs. New System

"Earlier, students had to visit their old schools, request a recommendation letter from the principal, and then submit it to the divisional board. The principal was then required to physically visit the board office with student records," said Trigun Kulkarni, the chairperson of MSBSHSE. "This consumed excessive time, effort, and resources. We have now scrapped this process entirely."

Under the new system, students can apply directly via the state board's official website. To streamline verification, school principals can now present the required student records to board officials via video call, removing the need for physical travel for school staff.

Processing Tiers and Fees

The board has introduced two processing tiers. For standard applications, certificates will be issued online within seven days. In case of emergency (tatkal) applications, certificates will be available within three days.

Board secretary Deepak Mali confirmed that the digital facility is available for all students who passed their examinations from 1990 onwards.

To further simplify the process, the board has standardized the costs. "Instead of varying fees for different types of documents, we have set a flat fee of Rs 500 per certificate, which can be paid through the online portal at the time of application," Mali said.

This digital shift is expected to benefit lakhs of people, particularly professionals living in different states or abroad who previously had to travel back to Maharashtra or hire agents to navigate the manual bureaucracy.
