Rajasthan Government Intensifies Efforts to Revive Dormant Mines for Revenue Growth

In a strategic move to bolster the state's economy, the Rajasthan government has significantly ramped up initiatives to reactivate non-operational mines. This ambitious plan is designed to enhance regulated mineral production, effectively curb illegal mining activities, and achieve a substantial revenue target of Rs 14,001 crore for the current financial year. This target represents a notable 39% increase compared to last year's revenue of Rs 10,394 crore, underscoring the government's commitment to economic development through mineral resources.

Focus on Identifying and Activating Dormant Mining Areas

During a recent high-level review, state officials received explicit directives to identify dormant mining areas across Rajasthan and expedite their transformation into active production units. This process involves structured planning and efficient auction mechanisms to ensure swift operationalization. A senior official highlighted that there are approximately 800 to 900 such inactive mines in the state, presenting a significant opportunity for revitalization.

The mines department is currently concentrating on several critical activities to facilitate this revival. These include comprehensive mineral exploration, precise boundary marking, and meticulous preparation of plots and blocks for auction. Both major and minor minerals are being prioritized to maximize output and economic benefits.

Streamlining Auctions and Promoting Legal Mining Practices

To accelerate the commencement of mining operations post-auction, officials have been instructed to maintain auction-ready plots and blocks in an advanced state of preparation. This proactive approach aims to minimize delays and ensure that production can resume promptly in closed mines once auctions are completed.

An official emphasized the importance of promoting legal mining through systematic procedures. "To foster legal mining, it is essential to conduct thorough mineral exploration, delineation, and preparation of plots and blocks for auction. Pre-embedded plots and blocks should be prepared in advance, and auctioned mineral blocks and plots must be made operational without unnecessary delays," the official stated.

Addressing Illegal Mining and Zero-Dispatch Leases

Sources indicate that illegal mining persists in some closed blocks, leading to considerable revenue losses for the state. In response, the government is prioritizing enhanced monitoring measures, clearer boundary definitions, and stricter enforcement protocols to plug these financial leakages and ensure compliance with regulations.

In a separate development, field officers have been directed to provide explanations for mining leases that have recorded zero mineral dispatch over the past two years. According to data from the online portal, no dispatch has been documented from certain mining leases between April 16, 2024, and April 15, 2026. A government order mandates that concerned officers must clearly articulate the reasons for this zero dispatch from such leases.

Officials are required to submit detailed reports with supporting data in prescribed formats within a fixed timeline, ensuring accountability and transparency in mining operations. This comprehensive strategy reflects Rajasthan's dedication to optimizing its mineral sector for sustainable economic growth and regulatory integrity.
