Maharashtra Government Unveils Ambitious Water Transport Expansion Plan for Mumbai Region
The Maharashtra state government has announced a comprehensive plan to significantly expand the water transport network within the Mumbai Metropolitan Region (MMR). This strategic initiative aims to transform urban mobility by enhancing connectivity across key coastal areas while reducing congestion on existing road and rail infrastructure.
Massive Network Expansion and Ridership Goals
According to official statements, the government intends to expand the current water transport network from 125 kilometers to an impressive 340 kilometers in the coming years. This substantial expansion is projected to dramatically increase annual ridership from the current 1.6 crore passengers to nearly 7.4 crore passengers by the target year of 2031.
Chief Minister Devendra Fadnavis revealed that approximately Rs 6,600 crore will be allocated for upgrading the necessary infrastructure to support this ambitious expansion. The investment underscores the government's commitment to developing sustainable transportation alternatives for the densely populated metropolitan region.
Infrastructure Development and Terminal Projects
The expansion plan includes two major components for infrastructure enhancement. First, the modernization of 20 existing terminals located along 21 current waterways will be undertaken to improve passenger facilities and operational efficiency. Second, the construction of 24 new terminals across 11 additional routes will create a more extensive and accessible network.
Among the specific projects highlighted is a new jetty at Radio Club in south Mumbai, which is scheduled for completion by December 2027. This development will provide enhanced access to water transport services in a key commercial and residential area of the city.
Improved Connectivity Between Coastal Nodes
Officials emphasized that the expanded water transport network will significantly improve connectivity between crucial coastal nodes including Mumbai, Navi Mumbai, Thane, and Vasai. By offering commuters faster travel options across the region, the initiative aims to alleviate pressure on overburdened road and rail networks that currently serve the metropolitan area.
The water transport expansion is expected to provide multiple benefits including reduced travel times, decreased traffic congestion, and lower environmental impact compared to traditional land-based transportation methods.
Marine Industry Development Policy
In a related development, the state government has also announced the Maharashtra Shipbuilding, Ship Repair and Ship Recycling Policy, 2025. This complementary policy proposes the development of marine shipyard clusters and includes provisions for greenfield shipbuilding projects, creating a holistic approach to maritime infrastructure development in the region.
The policy aims to support the expanded water transport network by fostering local shipbuilding and maintenance capabilities, potentially creating employment opportunities and boosting the regional economy through maritime industry growth.
