Haryana Unveils Plan for Master-Planned Industrial Clusters to Boost Manufacturing Ecosystem

In a significant move aimed at fostering sustainable industrial development, Haryana Industries Minister Rao Narbir Singh announced on Friday that the state government will develop master-planned industrial clusters across various regions. This strategic initiative is designed to ensure structured and long-term industrial growth, positioning Haryana as a global manufacturing powerhouse.

The announcement was made during the Haryana Manufacturing Conclave 2026, organized by the Associated Chambers of Commerce and Industry of India (ASSOCHAM) in Chandigarh. Minister Rao Narbir Singh chaired the conclave, which brought together a diverse group of stakeholders including senior policymakers, industry leaders, MSME representatives, financial institutions, and public sector enterprises. The primary objective of the gathering was to deliberate on strategies to strengthen Haryana's manufacturing ecosystem and accelerate industrial expansion.

Rao Narbir Singh emphasized that Haryana is being strategically positioned as a global manufacturing hub driven by innovation, advanced technology, and enhanced competitiveness. He highlighted the state government's proactive approach in engaging with industry stakeholders and incorporating their valuable feedback while formulating industry-friendly policies, incentives, and budgetary provisions.

Building on Success: Gurugram and Manesar as Blueprints

Highlighting Haryana's existing industrial achievements, the minister pointed to the success stories of Gurugram and Manesar, which have emerged as robust industrial belts. Inspired by these models, the state plans to replicate similar master-planned industrial clusters across other regions to ensure a balanced and sustainable industrial landscape. Rao reiterated that Haryana is already among the most industrialized states in India and plays a crucial role in contributing to the national economy. He extended an open invitation to industry leaders to share their suggestions for further strengthening the manufacturing ecosystem.

Government Initiatives and ASSOCHAM's Role in Driving Growth

Yash Garg, IAS, Director General of MSME and Industries for the Government of Haryana, outlined the state's focused initiatives aimed at promoting MSME growth, expanding infrastructure, implementing investor-friendly policies, and encouraging sustainable manufacturing practices. He reaffirmed the government's unwavering commitment to ease of doing business, policy stability, and proactive facilitation, all targeted at attracting both domestic and global investments.

Manish Singhal, Secretary General of ASSOCHAM, reiterated the chamber's role as India's oldest apex body in fostering strong collaboration between industry and government. He emphasized that manufacturing serves as the engine of growth for leading global economies and noted that Haryana, with its skilled talent pool, robust industrial base, and progressive policy framework, has the potential to emerge as a global manufacturing leader. Singhal stressed the importance of several key factors:

  • Implementation of Atmanirbhar Bharat initiatives
  • Establishment of research and development centres
  • Focus on skill development programs
  • Replication of successful industrial models like the Gurugram–Manesar belt across the state

He further highlighted the necessity of developing social infrastructure, improving ease of living, and enhancing women's participation in the workforce to attract long-term investments.

Setting the context for the conclave, Abhi Bansal, Chairman of ASSOCHAM, emphasized the need for a sector-wise approach to industrial development. He advocated for the formation of sectoral committees, an innovation-driven mindset, and strong policy support. Bansal praised the Haryana government for its proactive role in driving industrial development and creating an environment conducive to growth.

The conclave served as a platform for meaningful dialogue and collaboration, underscoring the collective commitment to transforming Haryana into a premier manufacturing destination.
