Gujarat Industries Demand Resolution of Regulatory Issues Amid West Asia Conflict
Industries operating within Gujarat Industrial Development Corporation (GIDC) estates, already facing significant stress due to the ongoing West Asia conflict, have intensified their calls for the early resolution of long-standing regulatory problems. Industry representatives emphasize that the most critical concern is the failure to conduct regular Divisional Manager/Superintendent Engineer (DM/SE) committee meetings, which are designed for time-bound grievance redressal.
Persistent Grievances and Inadequate Meetings
In a formal letter addressed to the state government, Ajit Shah, President of the Sanand Industries Association, highlighted the pressing issues. "Sanand has emerged as one of Gujarat's fastest-growing industrial hubs, making substantial contributions to employment and investment. However, unresolved regulatory matters are severely impacting current operations and hindering future expansion plans," Shah stated. He noted that despite repeated appeals to state government officials and GIDC authorities, no effective solutions have been implemented for key concerns.
According to a GIDC circular dated July 7, 2015, DM/SE committee meetings are mandated to be held monthly to ensure the prompt disposal of industrial grievances. Industry representatives, however, report that only four to five such meetings have taken place in Sanand over the past three years. They describe this frequency as grossly inadequate for an industrial estate of Sanand's scale and importance.
"The DM/SE meetings serve as the backbone of grievance redressal for industries. When these sessions are not conducted regularly, every issue remains pending for months, and in some cases, years," Shah explained, underscoring the operational delays caused by this administrative shortfall.
Unresolved Double Taxation and Stamp Duty Demands
H.M. Patel, Secretary of the Federation of Industries Association, pointed to the double taxation dispute as a major unresolved issue that has persisted for over five years. This situation has created financial burdens and uncertainty across multiple GIDC estates. Patel argued that industries should be granted relief from double taxation, as they currently pay charges to GIDC in addition to property taxes levied by local municipal bodies.
Patel also raised concerns regarding stamp duty demands, noting that old dues are being pursued due to procedural lapses and administrative errors. "These demands often come with penalties ranging from 10% to 300%. We have engaged with the state government to request a fair settlement mechanism and a designated window to clear old dues without accruing interest," he said. This approach aims to alleviate the financial strain on businesses already navigating challenging economic conditions.
