GMR Airports Ltd (GAL) has been selected to undertake a comprehensive modernization of the cargo terminal at Delhi Airport, following the termination of Turkish company Celebi's contract across all Indian airports in May 2025. This development marks a significant shift in the management of cargo operations at one of India's busiest aviation hubs.

Background and Contract Termination

The decision comes after the government-directed termination of Celebi's concession agreement on May 15, 2025, as part of Operation Sindoor. To ensure uninterrupted business continuity, Delhi International Airport Limited (DIAL), operated by the GMR Group, temporarily granted the concession to GAL on an interim basis. Subsequently, DIAL initiated a competitive bidding process in November 2025 to select a permanent operator for the cargo terminal upgrade.

Project Details and Financial Model

GAL has emerged as the successful bidder and will be responsible for upgrading, modernizing, financing, operating, managing, and maintaining Cargo Terminal 1 at Indira Gandhi International Airport (IGIA) in Delhi. The project is structured on a revenue share payment model with DIAL, extending initially until the year 2036. According to a regulatory filing by GMR Airports on Friday, the estimated revenue share in the first full year of operations is projected to be Rs 340 crore.
