Chilakoor Tunnel in Varkala Stays Shut Post-Inauguration, 40% of Work Unfinished
Weeks after its high-profile inauguration, the Chilakoor tunnel at Varkala, a key component of the Akkulam–Chettuva inland waterway project, remains closed to the public. A significant portion of the construction work is still incomplete, officials have confirmed, casting a shadow over the project's initial promises.
Inauguration Amid Fanfare, Yet Operational Delays Persist
The tunnel was inaugurated by Chief Minister Pinarayi Vijayan in February amid considerable fanfare, projected as a landmark tourism and infrastructure achievement under Phase I of the Akkulam–Chettuva waterway. However, it has failed to open for public use, with over 40% of the required works still pending. This delay has directly impacted the commencement of boating services, which were a central feature of the project's vision.
Project Details and Implementation Agency
The project is being implemented by Kerala Waterways and Infrastructure Ltd (KWIL), which has envisioned the tunnel as a unique tourism attraction. Plans include operating an electric boat service through the tunnel, enhanced by a light-and-sound show to create an immersive experience for visitors.
Current Status of Works and Progress Updates
Despite the delays, officials report that progress is being made steadily. Key ongoing activities include:
- Electrification works for operating the electric boats are currently under way.
- Charging infrastructure components are yet to be completed, which is critical for the boat operations.
- Supporting infrastructure has seen partial completion, such as:
- A parking area paved with interlock tiles.
- Canal protection work spanning approximately 250 meters on both sides.
- Construction of the deck.
A KWIL official stated, "We can expect all the works to be completed within 20 days," adding that the agency is targeting a public opening by mid-April if the remaining works proceed as scheduled.

The Akkulam–Chettuva waterway is part of the larger West Coast Canal system, which is being developed to promote inland water transport and tourism across Kerala.
