APPTD Union Welcomes RTC MD's Orders to Resolve 4-Year Promotion Stalemate

The APPTD Employees Union (EU) has expressed its appreciation for the recent instructions issued by RTC Managing Director Ch Dwaraka Tirumala Rao. These directives are anticipated to bring an end to the long-pending promotion issues that have been in a state of deadlock since 2020. The impasse arose primarily due to divisional seniority disputes following the merger of the transport corporation into the government.

Background of the Promotion Delays

According to the union, despite a Government Order (GO) being issued after discussions with Chief Minister Chandrababu Naidu on October 18 last year, the promotion process has seen limited progress. So far, only about 550 employees out of nearly 7,500 eligible cases have received promotions across 15 divisions in 28 districts. The union attributes this slow pace to legal complications stemming from seniority issues, which have significantly delayed the entire process.

Union's Representation and MD's Response

Expressing deep concern over the prolonged delay, the APPTD Employees Union submitted a formal representation to the RTC Managing Director on January 26. In this representation, they urgently sought the resolution of the promotions matter. Responding positively to the union's appeal, MD Ch Dwaraka Tirumala Rao issued clear instructions that clarify the divisional seniority norms, thereby paving the way for a smoother promotion process.

Expected Impact and Beneficiaries

Following the implementation of these new orders, it is estimated that around 4,000 employees are likely to receive their promotions within the next week. These promotions will cover various posts, including Assistant Depot Clerks (ADCs) or controllers, leading heads, and junior assistants. The union has specifically highlighted that the promotions will be particularly beneficial for conductors who have successfully cleared the junior assistant test in the Vizianagaram and Kadapa zones.

On this significant occasion, the union's state president, P Damodar Rao, and general secretary, G V Narasaiah, extended their heartfelt thanks to Managing Director Ch Dwaraka Tirumala Rao and other officials involved. They acknowledged the efforts made to resolve this long-standing issue, which has been a source of frustration for many employees over the past four years.

The resolution of these promotion issues marks a crucial step forward in addressing the grievances of transport corporation employees and ensuring fair career progression opportunities within the organization.
