Harbour Line Western Extension Project Gains Momentum

Western Railway has taken a significant step forward in enhancing Mumbai's suburban rail network by floating an Rs 86.5-crore civil works tender for the proposed Harbour Line extension between Goregaon and Borivli. This project, part of the Mumbai Urban Transport Project-3A (MUTP-3A), aims to extend the Harbour Line, currently terminating at Goregaon, further north to Borivli, thereby improving connectivity and reducing congestion on the Western Line.

Key Infrastructure Works Included in Tender

The tender package encompasses earthwork, bridge construction, and allied infrastructure works necessary for the Harbour Line extension. The scope includes rail formation, construction of side drains, retaining structures, and boundary walls. The tender was officially floated on May 27, signaling the project's progress.

Estimated Cost and Components

The entire Goregaon-Borivli Harbour Line extension is estimated to cost Rs 898 crore. This includes Rs 728 crore for civil engineering works, Rs 88 crore for electrical works, and Rs 82 crore for signalling and telecom systems. The project is expected to significantly enhance rail capacity and provide an alternative route for commuters.

Bridge Construction Plans

As part of the extension, authorities plan to construct 18 bridges, including two major bridges and 16 minor bridges. These structures are critical for the alignment of the new line, which will run parallel to the existing Western Line in certain sections.

Land Acquisition Challenges

Land acquisition remains a key challenge for the project. The extension requires 3,688 square metres of land, comprising 3,389 square metres of private land and 299 square metres of government land. The acquisition process is ongoing, with efforts to secure the necessary plots.

Rehabilitation of Project-Affected Persons

Authorities have identified 520 project-affected persons (PAPs) on railway land. Rehabilitation units have been allotted to 178 PAPs, while 141 PAPs are affected on private land. The rehabilitation process is underway, but completion is essential for the project's progress.

Remaining Challenges

Several challenges remain for the Harbour Line extension, including completion of land acquisition, rehabilitation of remaining PAPs, removal of encroachments, and approval of pending bridge drawings. Addressing these issues is crucial to ensure timely execution of the project.

Impact on Mumbai's Rail Connectivity

Once completed, the Harbour Line western extension will transform Mumbai's rail connectivity by providing a direct link between the Harbour Line and the Western Line at Borivli. This will allow commuters from the Harbour Line to travel north without changing trains at Goregaon, reducing travel time and easing pressure on the Western Line. The project is expected to benefit thousands of daily commuters and support the city's growing transportation needs.
