The Ahmedabad Municipal Corporation (AMC) is set to implement the Supervisory Control and Data Acquisition (SCADA) system at all its hot mix plants as part of a broader initiative to improve road construction quality. With responsibility for approximately 60 lakh square meters of road surface, the AMC is transitioning towards data-backed infrastructure management, particularly in anticipation of the monsoon season. This move follows a directive from the state roads and buildings department to standardize material quality and address the persistent issue of road erosion across the city.
Real-Time Monitoring and Quality Control
The SCADA system will enable real-time monitoring of the asphalt preparation process for the AMC’s road network. Under a newly established Standard Operating Procedure (SOP), bitumen must conform to IS73:2013 standards. The policy mandates daily tests for parameters including viscosity, ductility, and softening point, as outlined in AMC’s Comprehensive Policy for Traffic and Parking Management. In cases where more than ten tankers arrive at a plant in a single day, the SCADA system will automatically log multiple tests per plant, ensuring rigorous quality checks.
Verification and Accountability
All quality testing will be conducted in the presence of project management consultants (PMC) and AMC engineers. These officials will verify certificates before measurement books are finalized, adding an extra layer of oversight. Contractors will continue to remain liable under a three-year Defect Liability Period (DLP), ensuring long-term accountability for road quality. This comprehensive approach aims to enhance durability and reduce maintenance issues, particularly during the rainy season.
