Bengaluru's Jayanagar 2nd Block, renowned for its tree-lined avenues, proximity to Lalbagh Botanical Garden, and a quieter ambiance compared to the bustling 4th Block, is now confronting a worsening garbage crisis. Almost every street corner, particularly along 7th Main Road, has transformed into a blackspot, with waste accumulating under signboards and along footpaths.
Root Causes of the Crisis
Residents attribute the problem to irregular door-to-door waste collection and rampant littering. A local resident, who requested anonymity, stated, "The collection vehicle arrives only once or twice a week. Even then, staff collect either dry or wet waste, leaving half the garbage behind. If we do not pay them, even the irregular collection is skipped." He noted that two corners of his property are now littered with garbage.
The situation has been exacerbated by motorists who litter indiscriminately. "Some parents even ask their children to throw garbage on the streets. Once a few bags appear, others start dumping. Apart from regular domestic waste, people have discarded old commodes, construction debris, and waste from cowsheds in nearby Kanakanapalya," he added.
Failed Deterrents
A family operating an ironing shop adjacent to one such blackspot has tried various methods to discourage littering. A banner from the Ganesha Bane Association (GBA) warning of a Rs 5,000 fine hangs near the dumpsite, and images of deities have been placed to deter dumping. "We placed images of deities hoping to prevent people from littering, but this has not stopped them from dumping waste, especially late at night," a family member said.
Administrative Response
The locality falls under the Chickpet assembly constituency and is now part of the Bengaluru Central City Corporation. Nataraj BR, Assistant General Manager of Bengaluru Solid Waste Management Ltd (BSWML), stated that officials would focus on clearing black spots in Jayanagar 2nd Block this month. "We are eliminating black spots in Jayanagar 1st Block, and we have received positive feedback from the public. In May, our teams cleared six major black spots in 1st Block and Byrasandra areas," he said.
